China has moved to require all non-commercial Web sites to register with its Ministry of Information Industry (MII), it is called ICP license (ICP stands for Internet Content Provider; Chinese: ICP备案; literally "ICP record") , and it is a permit issued by MII to permit China-based websites to operate in China. The ICP license numbers for Chinese websites can often be found on the bottom of their front page. To get this entity in China (individual or organization) information is required.
